Mr Rex Lai is a technology startup business consultant and policy researcher specializing in regional youth development and Hong Kong-Mainland relations. As Head of Projects at Proactive Think Tank, he leads a youth team to advance the missions of policy research, talent cultivation and technology ecosystem development. He fosters cross-sector collaboration among non-profit-organisations, tertiary institutions and think tanks, with a mission to transform professional knowledge into programme with action plans to create value for public betterment.
Also, he is passionate about start-up incubation and supports young people to embrace different business opportunities. He also works closely in the fields of start-up ecosystem, youth innovation, technology entrepreneurship and education, with business sectors, international young organisations and governmental units in Hong Kong, cities of the Greater Bay Area, and ASEAN countries.
Rex is also dedicated to contributing to the youth affairs, I&T industry and education in various relevant public service positions. Currently he serves as Group Leader of Youth Link Committee of Home and Youth Affairs Bureau, Vetting Member of General Support Programme of Innovation and Technology Fund, Member of Betting and Lotteries Commission, Member of Eastern District Youth Development and Civic Education Committee, and the Honorary President of Eastern District’s The Senior Police Call Honorary Presidents Councils.
To nurture a new generation of talent, he initiated the Greater Bay Area-Young Entrepreneurship Scheme with the support from the Government. He also is the Executive President of Dynamic Youth of Huizhou Zhongkai and Adviser of GBA Cultural Innovative Design Association, Honorary President of DragoNation (The alumni association of The Dragon Foundation). He believes that, given a solid stage with trust and nurturing, young people will be able to realise their potential and aspirations, and become the architects of our society.
Rex holds a BBA from the Hang Seng University of Hong Kong, Executive Master of Business Administration from USA Quantic School of Technology and Master of Social Science from the University of Hong Kong. He also studied a think tank’s research programme at the China Youth University of Political Studies.
