Paul Wan, MHKCS, is a senior banking and technology executive with more than 36 years of experience across multinational banking, payments, and technology. He concluded his executive career in January 2026 as Managing Director and Regional Head of Asia Transformation at Standard Chartered Bank, having previously served as Managing Director and Interim Chief Information Officer for Risk and Control, Cybersecurity, and Programme Change Management. Across these roles, he was accountable for annual investment portfolios of US$20m to US$100m spanning regulatory compliance, data governance, cybersecurity, and technology transformation across Asia, and maintained zero material regulatory breaches under sustained supervisory scrutiny.
Earlier in his career, Paul served as Director of Emerging Technologies at Visa International, where he led the launch of Hong Kong's first chip-based payment card; as Vice President, Payments at First eCom.com during Hong Kong's internet banking era; and as a Systems Engineer at IBM Australia. He also served as Alternate Board Director of Hong Kong Inter-Bank Clearing Limited and Hong Kong ICL Services Limited from 2016 to January 2026 — a decade of board-level governance of Hong Kong's core financial market infrastructure.
Paul has been a Member of the Hong Kong Computer Society (MHKCS) since 2022 and has contributed actively to the Society's development. He has served as Convenor of the Cyber Security Specialist Group (CSSG) since 2022, leading the Society's flagship cybersecurity community and representing HKCS to government, regulators, and the public. In 2025, he contributed to the establishment of the Chief Information Security Officer (CISO) Board, a new HKCS platform that brings together CISOs from major Hong Kong organisations to strengthen cyber resilience and inform public policy. He is a Mentor in the IT Leadership Accelerator Platform (iLEAP), a Programme Committee Member of the 2025 Hong Kong International Computer Conference, and has actively supported HKCS engagements with the Office of the Commissioner of Critical Infrastructure (Computer-system Security).
Paul is a Certified Professional Coach at ICF Advanced Level and is currently completing two specialist artificial intelligence certifications — the CompTIA AI Sec+ in AI security governance and the CPMAI (Certified Practitioner for Managing AI Implementation) — reflecting his commitment to continuous learning at the frontier of the disciplines that the Society's members increasingly need to navigate. Beyond HKCS, he served as Chairman of the Hong Kong Electronic Banking Risk Committee at the Hong Kong Association of Banks (2015–2016) and as an Assessment Panel Member of the Enterprise Support Scheme under the Innovation and Technology Fund of the HKSAR Government (2019–2023).
Paul holds a Master of Engineering Science in E-Commerce and Internet Computing (Distinction) from the University of Hong Kong (2002) and a Bachelor of Engineering (Electrical) from the University of New South Wales, Australia (1989). He is also a Full Member of ISACA. He stands for election to the HKCS Council with a commitment to strengthening the Society as a trusted, thought-leading platform for technology professionals in Hong Kong — and to deepening its contribution to the talent pipeline, the cybersecurity ecosystem, and the wider technology community of the city.
